The Difference Between a Learning Gap and a Skill Gap

You have probably heard the term learning gap more times than you can count in the last few years. It shows up in news coverage, school communications, and tutoring company ads. What gets used far less often is the term skill gap, and that distinction matters more than most parents realize when it comes to figuring out what kind of support their child actually needs.
These are not two ways of saying the same thing. They describe two different problems. And the support that helps one does not always help the other. Getting clear on which one your child is dealing with is what makes learning gap support actually work instead of just filling time.

What a Learning Gap Is
A learning gap refers to content a student was not exposed to or did not have enough time with. It is about coverage. If a student missed several weeks of school during a unit on fractions, or moved between curricula that did not sequence the same way, there are likely topics they simply have not encountered yet. The material was never taught, or was taught so briefly it did not have a chance to land.
Closing a learning gap is primarily about exposure. The student needs to encounter the content, understand it at a basic level, and practice it enough to retain it. This is addressable and it is something good tutoring can absolutely provide.
What a Skill Gap Is
A skill gap is different. It is not about what a student has or has not been exposed to. It is about whether the student can actually do something independently and consistently, without a prompt, without a model in front of them, and in a new context they have not seen before.
Research on skill consolidation, including the body of work that informs what educators call Rosenshine's Principles of Instruction, makes clear that content exposure and skill mastery are not the same stage of learning. A student can be taught a concept, understand it in the moment, and even get it right on a practice problem while being shown how, and still not have a consolidated skill. The difference shows up when they have to retrieve and apply it on their own.
Cognitive load theory helps explain why. When a foundational skill is not automatic, a student has to use working memory to execute it every time. That working memory is then unavailable for higher-level thinking. So even when a student learns new content, they cannot use it fluently because the skills that should support it are still costing too much mental effort.
Why the Distinction Matters for Support
Most homework help and content-focused tutoring addresses learning gaps. It fills in the content. That is useful, but it is not always what a student needs most. A child who has a skill gap needs something different: repeated, varied practice of the specific skill until it becomes fluent and automatic. Not more examples of the concept. More opportunities to use the skill until it costs them nothing to retrieve.
This is why some students can spend months in tutoring and still struggle in the same areas. The content is being reviewed, but the underlying skill has not been consolidated. The support is treating a learning gap when the real issue is a skill gap.
How to Tell Which One You Are Looking At
A useful question to ask is whether your child can do the thing independently, in a new context, without any prompting. If they can do it with help but not alone, that points to a skill gap. If they genuinely have not encountered the concept at all, that points more toward a learning gap. Many students have both, which is exactly why starting with a clear diagnostic picture matters before building any plan.
